If you wish to tag customers by their Country and/or State/Province, you will need to create a form rule.
Add tags using form rules
In the form builder, click on the 'Rules' tab.
Create a new rule for each condition that you'd like to trigger the
add tag to customeraction.Here's an example of two rules which will automatically tag customers from the United States or Canada:
